What would it take to 3d print action figure versions of deployed soldiers for their children on veteran’s day? Is there a 3d mapper that we can use to map their face to a head surface?

Several options are possible to map 2D photos into a 3D model. In general, multiple photos are taken from different angles, fed into a program, 3D file generated, then cleaned up manually. The easiest (least nerd points) method is probably 123D Catch, a free cloud-based service from Autodesk.

Then you would need to find a satisfactory 3D-printable action figure model and graft the face mesh onto it with Blender, Meshmixer, or whatever.

3D scanning applications for smartphones have been available recently. The demonstrations always seem to include scanning a human face, so such applications might also be a reasonable solution.
